1. Preheat the oven and prepare the tin
Preheat the oven to 180 °C (350 °F) and brush a standard 12-hole muffin tin with butter or line the muffin tin with muffin liners.
2. Make the batter
Whisk together the flour, baking powder, salt, and cayenne pepper in a large bowl. Set aside. In a medium bowl, whisk together the oil, eggs, and milk. Stir in the grated cheese and diced pepper. Pour the wet ingredients into the dry ingredients and stir until just combined. Fold in the chopped parsley and jalapeños if desired. Avoid overmixing.
3. Bake
Pour the batter into muffin liners and bake for 20-25 minutes. Allow the muffins to cool in the muffin tin for a few minutes, then transfer to a cooling rack to cool further or enjoy warm.
